Libya's rebel National Transitional Council expects U.N. help in rebuilding the country's army and police but will not ask for foreign troops on the ground, the Libyan ambassador to the UAE Aref al-Nayed said on Thursday.
The envoy was speaking at a Libya Contact Group meeting of senior diplomats in Istanbul who are discussing the next steps for the country.
