The narrative also aims to increase the share of private investments in total investments to 66 percent by 2030, up from 60 percent in the current FY 2025/2026 plan. The share of private investments in GDP is also expected to increase to 11.9 percent in 2030, compared to 9.1 percent in the current fiscal year (a 2.8 percent rise).

Al-Mashat also stated that the contribution of the private sector to GDP is expected to rise under the narrative to 82 percent by 2030, up from 77.1 percent in FY2024/2025, which ended in June 2025.

For job creation, Al-Mashat stated that the narrative aims to increase job opportunities from the current 900,000 jobs expected in FY2025/2026 to 1.5 million jobs by 2030.

The share of total investments in GDP is projected to reach 18 percent, while the share of green projects in total public investments is expected to increase to 75 percent.

Al-Mashat noted that the new narrative will be introduced to a community dialogue till November 2025, while the final draft that includes all the notes and comments is scheduled to be released in December 2025.

The launch of the new narrative comes a few days before commencing the discussions with the International Monetary Fund (IMF) regarding the completion of the fifth and sixth reviews of the ongoing $8 billion loan programme. The IMF mission is expected to arrive in Cairo this month.

The discussions will also include the first review of the Resilience and Sustainability (RSF) $1.3 billion loan programme.
