The launch came during the “PPP Project Preparation Mechanism” in Cairo, organized by the Ministry of Finance’s Central PPP Unit in cooperation with the European Bank for Reconstruction and Development (EBRD).
During his speech, Minister Kouchouk said the initiative aims to build an enabling framework to attract private investment, enhance business confidence, and strengthen cooperation between the government and the private sector.
He added that empowering the private sector to play a leading role in the national economy is a key pillar under Egypt’s Economic Development Narrative, the new five-year economic plan launched last week.
The plan targets raising the private sector’s share of GDP to over 80 percent and supports commitments under Egypt’s current Extended Fund Facility (EFF) loan programme.
Kouchouk said the private sector already accounts for 65 percent of total investments in Egypt, with 30 PPP projects worth EGP 41 billion approved and initiated during the last fiscal year in sectors including dry ports, water and sanitation, industrial wastewater treatment, electricity substations, power distribution networks, and technical education.
Future PPP projects are expected to attract between EGP 25 and 30 billion in new investments, the minister noted.
Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat stressed that the new mechanism, developed with EBRD, will provide both financial and technical support to prepare and implement PPP projects across various sectors.
She highlighted that over 80 percent of EBRD’s portfolio in Egypt is directed to the private sector, underscoring the country’s commitment to making the private sector a key partner in its development agenda.
Al-Mashat added that Egypt has become a hub for partnerships with international financial institutions and domestic and foreign investors, benefiting from concessional financing and technical assistance.
She also pointed to ongoing coordination with the Finance Ministry and the wider economic group to safeguard macroeconomic stability while pursuing sustainable growth policies.
"The initiative, launched with 10 million euros in cooperation with EBRD, will significantly shorten the contracting period for consultants from about 15 months to just eight weeks, allowing the government to tender over 10 PPP projects simultaneously," Ater Hanoura, an advisor to the finance minister on PPP projects, explained.
He noted that the account will be reimbursed by the winning investors, ensuring financial sustainability, and can also be used to support green PPP projects.
The EBRD is a key partner and funder for Egypt's Nexus of Water, Food, and Energy (NWFE) Programme, a national initiative to accelerate climate action by mobilizing private and public investment in sustainable energy, water, and food security projects.
The EBRD serves as the catalyst for the energy pillar under the platform, which aims to mobilize billions in private sector investment for renewable energy projects.
