The match ended goalless after regular time before goalkeeper Alireza Beiranvand saved Cape Verde’s fourth spot kick to seal the win for Iran.
Iran will face the winner of Friday’s match between Egypt and Uzbekistan in Tuesday’s final.
Egypt are taking part in the Al Ain Cup as a step of their preparations for the Africa Cup of Nations, which kicks off in Morocco in December.
The Pharaohs have been drawn in Group B alongside Angola, South Africa and Zimbabwe.
