The governorates include Cairo, Qalyubia, Daqahliya, Menoufiya, Gharbiya, Kafr El-Sheikh, Sharqiya, Damietta, Suez, Port Said, Ismailia, South Sinai, and North Sinai.
The announcement was made during a press conference held at the NEA headquarters, attended by leaders of political parties, to outline the preparations and procedures for the second phase and brief the public on its details.
A total of 1,316 candidates are competing, with 9,200 judges from the Administrative Prosecution Authority and the State Lawsuits Authority supervising the process.
The NEA said voting for Egyptians abroad will take place on 21–22 November, while domestic voting will be held on 24–25 November.
Results will be announced on 2 December.
In case of run-offs, voting will be held abroad on 15-16 December and domestically on 17-18 December.
The final results will be announced on 25 December.
Each subcommittee head will announce the numerical count in the presence of candidate representatives, media outlets, and civil society monitors. Following the announcement, the general committee in each constituency will announce the aggregated totals.
Head of the NEA’s executive body, Ahmed Bendari, stated that the authority met on Thursday with leaders and officials from 24 political parties to coordinate procedures to ensure a smooth and orderly electoral process.
He added that parties have been given until Friday to submit documentation detailing their campaign spending for both the first and second phases of the elections.
Bendari stated that any official found negligent in the first round—whether subcommittee heads or candidates involved in supervisory roles—will be excluded from participating in the second phase.
He added that all forms of campaigning outside polling stations will be prohibited, as such practices could invalidate the committee’s procedures.
Bendari stressed that the president’s recent statement reaffirmed the independence of the Authority and the separation of powers, emphasizing that no election-related details can be announced outside the predetermined timetable.
On Tuesday, the NEA announced the cancellation of the first phase of the 2025 House of Representatives elections in 19 of the 170 constituencies where individual candidates competed, after “violations” were detected.
Bendari stated that though cancelling the results of 19 districts in just six hours seemed inconceivable, judges fear none but God.
He affirmed that the NEA had already made these decisions before the presidential statement, which in turn provided the authority with greater reassurance and backing for the measures it adopted based on available data.
On Monday, President Abdel-Fattah El-Sisi issued a statement urging the Authority to exercise “full diligence” in reviewing incidents reported in several constituencies that saw tight races between individual candidates. El-Sisi exhorted the Authority to take decisions that “faithfully reflect the true will of the voters.”
El-Sisi said the authority “must not hesitate to take the correct decision.” He affirmed that in cases where a failure to determine the candidate truly chosen by the voters occurs, the Authority must either completely or partially annul this phase of the elections in one or more electoral districts, with repeat voting to follow.
According to the NEA, elections in these constituencies will be held abroad on 1-2 December. Domestically, the elections in these constituencies will be held on 3-4 December.
The results will be announced on 11 December.
Voting for run-offs will be held abroad on 24-25 December. Alternatively, domestic voting will be held on 27-28 December.
The final results will be announced on 4 January 2026.
