The tournament will take place from 1 to 18 December.
The squad includes UAE Al Jazira midfielder Mohamed Elneny, Ahly’s forward Mohamed Sherif, and Ceramica Cleopatra midfielder Amr El Sulaya, with goalkeeper Ali Lotfi and Zamalek defender Mahmoud "El-Wensh" Hamdi also among the notable call-ups.
However, former Egypt captain and team manager Ahmed Hassan said that some experienced players such as Abdallah El-Said and Nasser Maher were not selected due to what he described as a “lack of full commitment to the national team project”.
Arouca defender Omar Fayed will be also absent after his Portuguese club refused to release him for the competition.
Pyramids FC players have also been excluded from the squad as the team will have to play two league games in the same period.
Egypt won the Arab Cup once, in 1992.
In the Arab Cup, Egypt have been drawn into Group C, where they will face Jordan, the United Arab Emirates, and the winner of the Mauritania vs. Kuwait qualifier.
Egypt finished in fourth place in the previous edition of the tournament.
