The National Elections Authority (NEA) said voting opened first in New Zealand at 9:00 am local time, corresponding to 10:00 pm Cairo time on Sunday, while the last polling station will close in the US state of Los Angeles.
In total, expatriate voting will take place at 139 polling stations across 117 countries.
The NEA, headed by Judge Hazem Badawi, said it has completed all logistical and technical preparations for the overseas vote, including equipping polling stations with the necessary materials to ensure the smooth conduct of the electoral process and facilitate voting for Egyptian citizens abroad.
The runoff round is being held in 55 constituencies nationwide, with 202 candidates competing for 101 seats in the lower house of parliament.
In Cairo Governorate, runoffs are taking place in 7 of 19 constituencies. Dakahlia Governorate is witnessing runoffs in all 10 of its constituencies, while Qalyoubiya Governorate is holding runoffs in five out of six constituencies.
In Menoufiya and Gharbiya governorates, runoffs are being held across all constituencies, namely 6 and 7, respectively.
Kafr El-Sheikh Governorate is also holding runoffs in all four of its constituencies, while Sharqia Governorate is seeing runoffs in eight out of nine constituencies.
In Damietta and Port Said governorates, the runoff is being held in one constituency in each governorate, out of a total of two.
Ismailia Governorate is conducting runoffs in all three of its constituencies, while Suez Governorate is holding a runoff in a single constituency.
In North Sinai and South Sinai governorates, the runoff is being held in one constituency per governorate out of the two.
The NEA announced on Thursday that six candidates had secured seats in the House of Representatives, while runoffs were required in constituencies where results from the first phase were annulled due to serious violations that affected the integrity of the vote.
This comes amid rulings by the Supreme Administrative Court, which invalidated the results in 30 constituencies from the first phase of the 2025 House of Representatives elections.
The 30 constituencies bring the total to 19 others whose results were previously annulled by the NEA, bringing the total number of invalidated districts in the first phase to 47 out of 70 constituencies across 14 governorates.
The NEA had earlier voided the results in the 19 constituencies after detecting violations during the first phase of voting, which took place on 7–8 November for Egyptians abroad and on 10–11 November inside Egypt.
NEA said the reruns form part of fulfilling a constitutional obligation under close public scrutiny, stressing that the electoral process reflects the will of voters and adherence to rules set by the authority.
Egypt’s 2025 House of Representatives elections are being held in two phases under NEA supervision.
The authority is constitutionally empowered to annul results where violations are proven and to rerun voting as required to safeguard electoral integrity.
