The agreement, signed on 17 February 2026 between the Egyptian government and the IFRC, provides a legal framework governing the federation's operations in the country and is intended to strengthen cooperation with Egyptian authorities in humanitarian relief and emergency response.
Presenting the joint parliamentary committee's report, MP Hisham Badawy said the agreement updates the legal framework regulating the presence of international organizations in Egypt while supporting the country's ability to respond to regional and global humanitarian crises without compromising national sovereignty.
Under the agreement, the IFRC will operate in coordination with the Egyptian Red Crescent and in accordance with Egyptian laws.
It also grants the federation's personnel the privileges and immunities required to carry out their humanitarian mission, consistent with relevant international agreements.
Lawmakers said the agreement would facilitate the federation's relief operations, improve emergency response during disasters and humanitarian crises, and strengthen logistical and technical cooperation with Egyptian authorities.
Financial transactions carried out under the agreement will remain subject to the oversight of the Central Bank of Egypt.
Parliament's committee concluded that the agreement is consistent with Egypt's constitution and the country's international obligations, particularly those related to humanitarian work and human rights.
Officials said the move reflects Egypt's efforts to reinforce its role as a regional hub for humanitarian assistance, particularly in light of ongoing crises in the Middle East, including the humanitarian situation in Palestine.
