El-Sisi appoints Lt. Gen. Mohamed Rabie head of crisis management authority

President Abdel-Fattah El-Sisi issued a presidential decree on Thursday to appoint newly promoted Lieutenant General Mohamed Abdel-Rahman Bassiouni Salem Rabie as head of the National Authority for Crisis and Emergency Management.

Rabie, who served as head of the Armed Forces Operations Authority, was promoted from major general to lieutenant general under a separate presidential decree, effective 9 July 2026.

The appointment decree also named Major General Hani Mahmoud Sayed Mansour, director of the Armed Forces Signal Department, as deputy head of the authority.

It further appointed Major General Sameh Nabil Youssef, from the Ministry of Interior, as assistant head of the authority.

All appointments take effect as of 9 July 2026.
