Egypt and Italy jointly organized the meeting in cooperation with Uganda, the current chair of the Khartoum Process, a political dialogue platform that brings together countries from East Africa, the Horn of Africa, and the European Union to coordinate policies on irregular migration.
The initiative includes 40 member states, alongside the African Union Commission and the European Commission, and is coordinated by the International Centre for Migration Policy Development (ICMPD).
Assistant Foreign Minister for Multilateral Affairs and International Security Amr El-Sherbiny opened the meeting, stressing the need for a comprehensive approach to forced displacement and irregular migration that tackles their root causes, particularly armed conflicts, fragility, and instability.
El-Sherbiny said forced displacement has become increasingly linked to conflict, fragile state institutions, economic hardship, and climate-related challenges, adding that migration management cannot succeed without parallel efforts to promote peace and stability.
The meeting featured three working sessions examining the links between conflict, fragility, displacement, and mixed migration flows, while highlighting the importance of shared responsibility and international solidarity in addressing the underlying drivers of displacement.
Participants also discussed ways to support recovery and strengthen resilience in conflict-affected areas, with a particular focus on Sudan and the Horn of Africa. The meeting provided a platform for exchanging experiences on coordinating humanitarian and development responses with peacebuilding and peacekeeping initiatives.
According to the foreign ministry, Egypt's hosting of the event reflects its active role in the Khartoum Process.
It follows Egypt's hosting of the process's second ministerial conference in April 2025, during which member states adopted the Cairo Declaration and an action plan, as well as a thematic meeting in Aswan in December 2025 on legal migration pathways and the recognition of skills and qualifications.
The ministry said the meeting forms part of Egypt's broader policy to promote safe, orderly, and regular migration, address the root causes of forced displacement and irregular migration, expand legal migration pathways and labour mobility, and protect migrants' rights.
