The agreement was signed by Major General Ahmed Abdel-Aziz, chairman of the AOI Electronics Factory, in the presence of AOI Chairman Major General Mokhtar Abdel-Latif.
“The areas of cooperation include technology localization and the expansion of local manufacturing in the electronics industry,” Abdel-Latif said, citing the factory’s advanced production capabilities.
He added that the AOI seeks to turn its factories and companies into “a key hub for strengthening the strategic partnership and exchanging expertise with CETC.”
According to Abdel-Latif, the partnership aims to meet demand in Egypt and other friendly countries for defence and civilian electronic products while opening new export markets.
The planned products will meet international quality standards and be offered at competitive prices, he said.
“We have agreed to begin the implementation and manufacturing steps immediately according to a clearly defined timetable,” Abdel-Latif said, stressing the importance of coordinating joint efforts in areas of mutual interest.
CETC International Vice President San Ying Shen welcomed the partnership with the AOI, which he described as “the industrial arm and backbone of the Egyptian state.”
“This cooperation represents an important step towards expanding local manufacturing and localizing the latest technologies,” he said, pointing to the AOI’s advanced industrial infrastructure and production capabilities.
The agreement fits Egypt’s broader drive to deepen local manufacturing, reduce reliance on imported technology and develop the AOI as a regional production and export hub.
Founded in 1975, the AOI produces civilian and defence equipment and has increasingly pursued co-production and technology-transfer agreements with international manufacturers.

China Electronics Technology Group Corporation (CETC) is a major state-owned Chinese electronics conglomerate established in 2002.
Its extensive network includes research institutes and companies working in communications, radar, electronic information systems, semiconductors, cybersecurity, and other civilian and defence technologies.
