Madbouly, who chaired a meeting on the programme's executive plan, said the government was developing the strategy in coordination with the Central Bank of Egypt (CBE) in line with directives from President Abdel-Fattah El-Sisi.
According to the cabinet, the programme is intended to set Egypt's economic priorities for the next phase and ensure coordination between fiscal and monetary policy.
Madbouly said a working group of government and central bank officials was drafting the programme and that it would be submitted to El-Sisi before being made public.
Cabinet spokesman Mohamed Elhomosany said the meeting reviewed the programme's main objectives and examined the experiences of countries that completed IMF-backed reform programmes to identify approaches that could be adapted to Egypt's economy.
Officials also discussed aligning the programme with the government's National Structural Reform Programme, the National Narrative for Comprehensive Development and Egypt Vision 2030.
Madbouly said the document should set out measurable targets, performance indicators and mechanisms for evaluating implementation.
He added that the draft would be released for consultation with economists and other experts before it is finalized.
