Minister of Civil Aviation Sameh Elhefny and Transport Minister Lieutenant General Kamel El-Wazir attended the signing ceremony.
The agreement was signed by Egyptian Airports Company Chairman Wael El-Nahar and Egyptian Company for Construction and Maintenance of Transport Facilities and Airports Chairman Sobhy Rabie.
The protocol aims to strengthen cooperation between government institutions and maximize the use of state assets in line with Egypt Vision 2030 and the Sustainable Development Goals.
It will support the Egyptian Airports Company’s ongoing plans to modernize its airports, improve passenger services, and raise the efficiency of infrastructure and facilities in accordance with international standards.
“The protocol reflects the state’s approach to maximizing the benefit of national expertise and capabilities and strengthening integration among state institutions,” Elhefny said.
He added that the cooperation would help ensure development projects are implemented according to the highest standards of quality and efficiency while improving Egyptian airports’ readiness to accommodate rapid growth in air traffic.
“Airport development is one of the ministry’s strategic priorities,” Elhefny said, citing the sector’s pivotal role in supporting air transport, tourism, trade, and investment.
He added that partnership with state institutions represents "an advanced model of institutional integration and reflects confidence in national capabilities and specialized technical and engineering expertise.”
Elhefny noted that such cooperation would improve resource utilization, promote sustainability, and support the development of a modern and competitive civil aviation system.
Egyptian airports handled 9.4 million passengers and 70,700 flights in the first four months of 2026. The country currently operates 23 airports, up from 19 in 2014.
Recent expansion projects have raised the combined annual capacity of Egyptian airports outside Cairo to 44.6 million passengers.
Hurghada International Airport’s capacity has increased from 7.5 million to 13 million passengers, Sharm El-Sheikh’s from 7 million to 10 million, and Alexandria International Airport’s from 1.2 million to 6 million.
On the other hand, with the completion of Terminal 4, Cairo International Airport is expected to accommodate around 30 million passengers annually. The terminal would raise the airport’s overall capacity to approximately 65 million passengers.
The estimated $4.5 billion project will include a new runway, aircraft stands, operational facilities, upgraded navigation systems, and improved road links.
