Despite the refusal, Azzam stressed that the idea was carefully studied by the African football governing body for potential future consideration.
"I received directives from the EFA president, one week after the start of the World Cup, to contact CAF and present this proposal roughly two weeks before its official announcement,” Azzam told CBC channel late on Sunday.
"Six days ago, CAF responded. I received a letter from the CAF General Secretary informing us that our proposal was carefully reviewed. However, due to specific organizational circumstances, it will be considered for future implementation starting the season after next, though the door has been closed for this coming season.
"The proposal was not rejected, but CAF is facing numerous challenges. While Egypt holds a prestigious status, there are ongoing pressures from all 54 African member associations,” he added.
Azzam also highlighted that CAF previously blamed associations for not submitting requests to increase club slots, adding that pressures on CAF following the World Cup are primarily related to stadiums’ infrastructure, competitive scheduling, and team numbers.
The 2026-2027 CAF Champions League will feature Zamalek and Pyramids FC, while Ahly and Zed FC will represent Egypt in the CAF Confederation Cup.
